چکیده

development projects in natural water resources like rivers and lakes, specially transferring water to use in agriculture, domestic and industrial sector without considering environmental values, causes irrecoverable and irreversible damage to ecosystem and future options. if we consider the future generation and species rights, those damages and costs can be very much than we take in. the above problem has shown its results in the development projects in urmia lake basin in north-western iran. in our case study, water of zarinerood is transferred to use in domestic and agriculture sector that made a lot of irrecoverable damage to the ecosystem. in this paper, we develop an optimal control model for allocating a natural water resource by considering irreversibility. the model shows that allocating of basin’s water for different uses is not an optimal policy. indeed, it intensifies the environmental irreversibility in that ecosystem. jel classification: q25, q27, q57, c6

Basin-wide cooperative water resources allocation

The Cooperative Water Allocation Model (CWAM) is designed within a general mathematical programming framework for modeling equitable and efficient water allocation among competing users at the basin level and applied to a large-scale water allocation problem in the South Saskatchewan River Basin located in southern Alberta, Canada. This comprehensive model consists of two main steps: initial wa...

Bicriteria Resource Allocation Problem in Pert Networks

We develop a bicriteria model for the resource allocation problem in PERT networks, in which the total direct costs of the project as the first objective, and the mean of project completion time as the second objective are minimized. The activity durations are assumed to be independent random variables with either exponential or Erlang distributions, in which the mean of each activity duration ...

provincial water resource allocation in agricultural sector using conflict resolution methods in atrak basin

introduction: in spite of improving the water productivity due to development in water infrastructure systems, population increasing causing the water withdrawal is triple in the last fifty years. in this situation competition on water consumption especially in the agricultural sector which is the biggest consumer in the world and also in iran is a severe problem. water allocation has been asse...

Study of Water Resource Allocation Mechanism Design∗

In this paper, we design a water resource allocation mechanism which plays the role of incentives for promotion of the water use efficiency and productivity by taking water distribution for enterprices as an example. It firstly divided the water allocation problem into three cases according to the relationship among amounts of water allocatable and demanded for enterprises. By discussing the th...

OPTIMAL RESOURCE ALLOCATION IN DEA WITH INTEGER VARIABLES

Resource allocation and optimal leveling are among the top challenges in project management. This paper presents a DEA-based procedure for determining an optimal level of inputs to produce a fixed level of outputs. To achieve this goal, we assume that the levels of outputs can be forecasted in the next season and the procedure will determine optimal level of inputs for all DMUs. Such as some of...

Irreversibility and Restoration in Natural Resource Development

We extend Real Option Theory to evaluate natural resource development projects that may bring negative net bene ts and require costly restoration. Based on a new concept, irreversibility cost, we show that the degree of irreversibility becomes an endogenous choice, rather than an exogenously given economic constraint. The xed cost of restoration has continuous impacts, over and above the widely...
